This silo-bridging session will examine conceptual frameworks, templates and models for aligning SEM plans with other key institutional processes including academic, budget, facility and strategic plans. In practice these activities are closely interrelated, and the efficacy of these diverse plans increases with their alignment; yet on many campuses such coordination of efforts and outcomes is less than optimal. Successful SEM plans impact levels of financial resources that will be necessary for academic programs, support services and facilities. Institutional strategic and long term financial plans can be used to support new investments in operations (including SEM) and capital. In this session two experienced planners share conceptual frameworks, templates and models from both public and private institutions used to successfully align planning efforts at the board, institutional and department levels. Specific emphasis will be placed on tools and templates for linking SEM with budget, academic and strategic plans. The presenters have worked closely with enrollment managers, campus executives and governing boards on these issues in both public and private institutions.

Gil Brown, Chief Budget Officer, George Mason University
Guilbert Brown is the Chief Budget Officer at George Mason University. He is a co-author of SEM and Institutional Success: Integrating Enrollment, Finance and Student Access (AACRAO Publishing, 2008). He has also served as the chief budget and planning officer at Rice University, Georgetown University and Oregon State University. From 1995-2000 he conducted workshops on strategic planning and budgeting for the National Association of College & University Business Officers (NACUBO), and has conducted workshops and annual meeting sessions for NACUBO, the Society for College & University Planning (SCUP), American Association of Collegiate Registrars and Admissions Officers (AACRAO) and Association of Governing Boards of Universities and Colleges (AGB). He has served as a consultant to private and public institutions on linking strategic enrollment management with financial planning, budget and planning processes, technology strategy, cost analysis and organizational change.
Mr. Brown is a Phi Beta Kappa graduate of the University of Denver with degrees in political science and philosophy, and is currently pursuing graduate studies at George Mason University.
Carrie Birckbichler, Director, Institutional Research, Slippery Rock University of Pennsylvania
Carrie Birckbichler has nearly twenty-five years experience in higher education. Her experience includes various roles in finance, information technology, planning and budgeting and institutional research. Since 2004 she has served as the Director of Institutional Research at Slippery Rock University. Her areas of responsibility include institutional reporting for both internal and external constituencies; accountability and performance measurement; resource planning, management and allocation; analytical studies and surveys; and institutional data research, analysis and reporting functions. In addition she has served on Slippery Rock’s strategic enrollment management, institutional accreditation, and strategic planning teams. Ms. Birckbichler has made presentations to numerous professional associations including AACRAO, the Association for Institutional Research (AIR), Middle States Association of Colleges and Schools, SAS Global Forum and others.
Ms. Birckbichler holds a B.S. in accounting from the Indiana University of Pennsylvania and a Master of Business Administration and Master of Science from Carlow University.
