FERPA: What You Need to Know--The Overview

If you are a novice to the admissions and records environment, you will no doubt be learning a number of acronyms specific to your new career. One that you will hear frequently is FERPA, or the Family Educational Rights and Privacy Act.

LeRoy Rooker, the Director of the Family Policy Compliance Office, U.S. Department of Education will be hosting a webinar on FERPA: What You Need to Know: The "Overview" presents the basics of FERPA, for those new to the law.

In this overview, Mr. Rooker will discuss what basic concepts in FERPA mean–concepts like "education records", "directory information", "school official", and "student". He will, then, through examples, provide a context in which these terms become relevant to the work in which you are involved.

Reverse Transfers: Who Are They and What Do They Mean for Registrars and Admissions Officers?

Barbara Townsend, Profession of Higher Education and Director, Center for Community College Research at the University of Missouri-Columbia, has spent nearly ten years researching this process and determining its impact on not only the institutions, but also the students involved.

The pure definition of Reverse Transfer is a student who has been attending a four-year institution and, for various reasons, decides to transfer back to the community college. Additionally, the term can be applied to four-year college graduates or graduates of advanced degrees who want to transfer credits from the baccalaureate degree toward the career-specific training at the community college level when their work situations or personal need to redirect their employment search require the development of new skills.

In the 1960's and 1970's, the community college sector was resistant to undergraduate reverse transfers; but this sentiment was short-lived when decreases in enrollment as well as changes in the economy made it apparent that the community college would benefit from enrolling reverse transfers. Nowadays, these students are actively recruited and very welcome on two-year campuses across the country as they serve as excellent role models to the traditional community college student and bring a different dimension to classes.

In this webinar, Dr. Townsend will discuss her research and speak about the implications of this activity, including the ethical issues, the problems inherent in transferring from four-year institutions to two-year institutions, its impact on existing articulation agreements, financial aid eligibility, the awarding of transfer credit, etc.

With the current transfer swirl for undergraduates, combined with the employment reality that people are no longer going to stay in one job for life, this phenomenon deserves the research and awareness that Dr. Townsend brings to this subject.

Succession Planning: Whatever You Call It, Do It<

Succession planning is a hot topic throughout the business and the not-for-profit sectors as "baby boomers," one of the largest segments of the U.S. population, start to retire. Motivated by this phenomenon and recently published books, such as "Good To Great" by author Jim Collins, the University of Minnesota-Twin Cities has started the process of planning for the future.

Succession planning helps organizations identify and develop personnel for their potential to fill future top management/executive positions. This well defined plan for personal development started at the University about a year ago in response to the national trend on retirement among "baby boomers" and the anticipated vacancies that would occur over the next couple of years among University personnel. At University of Minnesota-Twin Cities, this process is not exclusively directed at those interested in eventual promotional opportunities for key executive functions, but to all staff members. The University sees the process as allowing anyone to develop a stronger sense of power in their own function and way to open lines of communication between staff and supervisors about their career plans.

What the University realized was that this was not just an automatic process of pushing people into positions, but one that required considerable introspection on the part of potential staff members and a change in direction on the part of the University in responding to the potential impact of the loss of senior staff members.

During the webinar broadcast live from AACRAO's annual meeting, Succession Planning: Whatever You Call It, Do It, university staff members, Vickie Roberts, Director of Academic Records, Ingrid Nuttall, Senior Communications Coordinator and Tina Falkner, Associate Registrar will outline what other motivations promoted the University to take such a hard look at future employments patterns and discuss how this is evolving on the Campus.

They will discuss the steps they have taken, thus far, starting at the directorial level and the personnel reporting to them, and detail the extensive research and best practices that they are following to assure the development of an on-going, successful program of transition of staff members.

SEVIS Update

If you work in an international office, are a designated service officer, or advise foreign students and visitors, then you will want to participate in the webinar on SEVIS, the Student and Exchange Visitor Program.

A representative from the Student and Exchange Visitor Program will provide an update on SEVIS, including current and future initiatives and an overview of the SEVIS Transfer Policy. Additionally, the representative will speak about the lessons that the institutions and the SEVIS office learned during the aftermath of Hurricane Katrina when numerous international students were forced to evacuate and, subsequently, to relocate away from the devastation. Another topic that will be covered will be the "Egyptian 11," the recent news-making situation when only 6 of 17 Egyptian students arrived at the U.S. university to which they were bound for an exchange program.
