This is the latest of a series of various AACRAO webinars on FERPA. The discussion in this webinar will focus on the 2010 AACRAO FERPA Guide and the just issued companion, The FERPA Quick Guide. The webinar will be hosted by LeRoy Rooker the nation's leading authority on the Family Educational Rights and Privacy Act (FERPA). As the director of the Department of Education's Family Policy Compliance Office (FPCO) for 21 years, he administered laws, oversaw production and policies designed to help protect the rights of America's 58 million students. He also directed the U.S. Department of Education's Family Policy Compliance Office when the new regulations were issued.
The 2010 AACRAO FERPA Guide is a useful resource in gaining more knowledge and fluency in the Family Education Rights and Privacy Act of 1974. The FERPA Quick Guide was written for higher education administrators entrusted with the task of storing, handling and releasing student records. It provides a basic overview of the Family Education Rights and Privacy Act of 1974, as amended, the full text of its regulations, and a summary of the 2009 regulatory changes. LeRoy Rooker, former director of the U.S. Department of Education's Family Policy Compliance Office and AACRAO Senior Fellow, is the nation's leading expert on the Family Educational Rights and Privacy Act (FERPA), a comprehensive federal law that provides privacy protections for student education records. Mr. Rooker served for 21 years as director of FPCO and is well known throughout the higher education community because of his extensive outreach while at the Department.

The AACRAO 2010 FERPA Guide

Building on previous editions, the 2010 Guide provides updates throughout based on January 2009 regulatory changes; adds an extensive collection of FPCO-issued opinion letters; and takes up a new discussion on the intersection between FERPA and HIPAA.
